About this plan
This plan adopts the use of the community vision My Moyne, My Future 2040 Vision Statement, also supported in the 2021-25 Council Plan.
Moyne Council envisions a community that embraces inclusivity for everyone, we value our community and its diversity, and recognise the enriching perspectives it brings to Moyne Shire.
We acknowledge the significant value and advantages of community participation. Fostering independence, enhancing social and life skills, reducing the risk of mental ill health, promoting positive attitudes, and breaking down stereotypes. Ultimately, a connected, supportive, and inclusive community enriches society and brings about social and economic benefits for all.
Full inclusion means having equal prospects to engage in community life and being appreciated for one’s contributions. We understand however, that not all people with disability have the same chance for participation as others. People with disability represent a vast and diverse group that contributes to our community in various ways and may face systemic barriers that impede equitable participation in education, employment, and social and community activities.
Therefore, This plan aims to begin addressing these barriers and strives to increase the inclusion of people with disability across Moyne Shire.
The Moyne Shire Council Disability Inclusion Action Plan (DIAP) 2024.2028 demonstrates our commitment to improving disability inclusion and access. It serves as a framework to guide our efforts in creating a fully inclusive community where everyone can benefit from the services and facilities provided by the Council.
The DIAP supports our commitment under the Disability Act (2006) and supports the objectives of the Disability Discrimination Act (1992), National Disability Strategy (2010-2020), and Inclusive Victoria: State Disability Plan (2022-2026).
The DIAP’s initiatives will be implemented across four key pillars that closely align with our Council Plan and Community Vision of Place, People, Environment and Economy.

- Systems and processes
These pillars ensure that our future infrastructure, programs, services, and workplaces consider accessibility and inclusion at the forefront.
As we carry out our actions, we will continue to be guided by the insights of people with disability, their families, community organisations, our staff, and the broader policy and legislative framework.
