The Local Government (Governance and Integrity) Amendment Regulations 2024, amends Section 139 of the Local Government Act 2020 (Vic) to require Councillors to observe a Model Councillor Code of Conduct (Model Code) as prescribed within the regulations.The model code from the regulations is provided for reference and provides consistent and uniform standards of behaviour across the state.
Councillors can make a formal decision at a council meeting to delegate certain decision-making powers to council staff or special committees of council. Because delegates are making decisions ‘as the council’, they are subject to strict controls and accountability.
Section 135 of the Local Government Act 2020 states that the Chief Executive Officer must prepare a summary of personal interest information disclosed in the last personal interests return lodged with the Chief Executive Officer.

Section 307 of the Local Government Act 2020 states that the Chief Executive Officer must make available a summary of each election campaign donation return given to the Chief Executive Officer.
